A city let the public weigh in on its next manager, then hired a candidate the public ranked far behind.

Gary Livingston indicated that he was leaning towards Jonathan Cain to be Lakewood, Colorado's next city manager. He thought it was a close call, but Mr. Cain's focus on an M.A. in Political Science and Public Policy put him over the edge. Gary didn't interview any of the candidates.
